The Windows VPN client that comes with 2k/XP/etc, and can be added to
9x, support a hybrid L2TP/IPsec setup, in which IPsec runs over a L2TP
tunnel.    There is no 'pure' IPSec setup which will work out of the
box with FreeSwan or similar projects - you have to also run a L2TP
daemon to actually handle the first part of the connection.
