No. PPP over SSH, aside from being unstable and a bit of a pain in the
neck to get started, is also a very poor choice for a VPN.  You will
find that you the first time it has a significant load on it. :)

You might want to consider the OpenVPN system, found at
http://openvpn.sf.net/, which does a much nicer job of being a simple
VPN solution.
