You might want to look at the free Cygwin tools (www.cygwin.com). It may be
overkill for what you want (an extensive UNIX-like environment for Windows)
but does contain a program (cygrunsrv) to allow you to install and run
arbitrary programs as services. It also contains an FTP server too. As well
as just about any UNIX command you could want ...
