Summary: xmlns attribute missing from the templates

Initial Comment:
In Serendipity 1.2.1 the <html> tag in the templates are missing the xmlns tags cause the pages generated to fail W3C validation.  If you change <html> to something like <html xmlns="http://www.w3.org/1999/xhtml" xml:lang="en" lang="en"> the pages validate.  This need to be fixed in both commentpopup.tpl and index.tpl.

Committed a change to all spartacus and themes for serendipity 1.3, thanks
for reminding me. This was on my radar a long time already; in the past the
W3 validator did not complain about the lack of this attribute.

I docked the priority because this really isn't all that important... but
I've always liked that Serendipity was compliant.
