In general, it's not an absolute requirement that GNU maintainers upload
their GPG keys to the common servers.  It is strongly recommended, of
course, but not everyone can be bothered.  I doubt it is a mistake on
your part.

The person who uploaded 3.8 was only active for a short time, then he
resigned.  dap is currently unmaintained; a better release won't happen
until someone steps forward to work on it :(.
