Hi,
I think I solved the problem, but your suggestion got me back looking in the folder.
I not only had to change the English-us.voice to just English.voice but I had to change the corresponding English-us.lng to English.lng

Take a look at the .voice files. I had a similar problem creating voice files. The problem was that the file name was English/us.voice and it has to be just english.voice

  Hi,
  I have an iPod Video, and I am working on putting Rockbox onto a friend's 
  iPod Video, the identical model as mine, 5th gen.
  On mine, I got the festival voice clips to talk, but on his, I can't even 
  get the festival English.voice file to work.
  I even tried copying over my .rockbox file onto his, and it does not work.
  I managed to get into the files, and it works, and the volume is okay, so I 
  know it is not that.
  I had my sighted son confirm that Rockbox is booting up as well.
  Any ideas, or can someone with a working iPod Video 5th gen with a good 
  English.voice file send me your .rockbox folder?
  Also, it appears that the TTS engine on my computer does not generate talk 
  clips either.
  But when I test it in the utility, it works.
