A programmer, like any worker, is one who can do the job required. If he's a specialist in doing reports, and that's what he gets paid to do, then he's a programmer. If her job is to design screens and user interfaces and she does it, she's a programmer. A programmer, IMHO, is someone who can debug every line of HLL code in his application, right down to the operating system (the part that is supported by the OS vendor).
