Spanish Language in VARPG

I am not familiar with VARPG, but can talk about the standard practice
for the rest of System I ... Does VARPG compile DDS into screen objects?
If so, use the same MSGID for a label, but use a different library to
store the message-file containing the text of the literal labels.  (By
using MSGD's in the DDS source is how to build multi-language screen
literals, ie. the same message in different translation libraries is the
standard practice.)

If not, then each time a label needs to be displayed, the VARPG could
dynamically RTVMSGD for the text-literal to put into the "label"
section.
