It was the DSTLaw issue.
set config DSTLaw=3, 2, 1, 11, 1, 1
QUIT
start the server.
Now all is well.

Is QTIMZON the same on all of the LPARS?
Also, on the domino server do the values for DST and DSTLAW in the
notes.ini match the other servers?
