ownership of this other PMR you created. Thank you for contacting  IBM 
Support.

As per request, I created a customer report LO93824 for this enhancement 
request.
This customer report will be subscribed to a software problem/enhancement 
report (SPR DSCZ4L2PDF) to deal with DSTLaw being added by default to a 
Domino version/feature pack.

We are running Release 9.0.1FP8

When will the default dates for the time change be updated so that we 
don't have to patch it with
DSTLaw=3, 2, 1, 11, 1, 1

Created a new server a few weeks ago and forgot to add this.
Without it you get

show time 
Standard Time: GMT-5:00 
DST:           Observed 
DST Begin:     Month[ 4] Week[ 1] Weekday[Sunday]
DST End:       Month[10] Week[-1] Weekday[Sunday]

You add the DSTLaw and you get
show time 
Standard Time: GMT-5:00 
DST:           Observed 
DST Begin:     Month[ 3] Week[ 2] Weekday[Sunday]
DST End:       Month[11] Week[ 1] Weekday[Sunday]
