if the job is producing only a QPJOBLOG, and not a QPPGMDMP then I would say it is not program related, but maybe authority or a non-existing Job Queue, Output Queue, Printer or something. Maybe X-Apps is failing to submit the job because of one of these problems?

Check how the Task has been set up to see if any Task Job Queue or Task Print Queue is assigned, and/or User Overrides for the task.

Alternatively, you could post the Joblog to give some more info,

I have a user who's trying to update commitments in job management, 
21/JCA, and the job is ending abnormally.  Upon looking at the job log, I 
see that he's getting a cross-ap internal error message.

I think what I need to do is look at the JM49 file and see if the JM23 
file has a corresponding record.  If there's not a corresponding record in 
the JM23 file wouldn't that be causing my issue?  Can anyone confirm this 
for me?  Or am I on the wrong track?  Any help would be greatly 
appreciated.  TIA
