SECOND REQUEST - Inventory Count Question

I have a user who's getting the message "Item already exists on another active count", when trying to add a item to a count in the Maintain Count screen (IN129B). I took a look at both the count header and detail files, INP58 & INP54, for the part in question and have found records in the detail file that don't have a corresponding count record in the header file. My thought is this shouldn't be. Am I correct? How can I take care of this issue so the user can use this part on her count? Any help would be greatly appreciated.
