Sounds cool to me, but I was wondering over the purpose of ark-users. 
Given that Arusha is a framework for collaboration more than anything 
else, to that end I would suggest that ark-dev henceforth be just for 
discussing the core ARK code and that we use ark-users for discussing any 
ins and outs of particular packages or mechanisms. Except...

Perhaps we should have another list for discussion of the sidai policy 
team? i.e., ark-users could be used for "I'm trying to setup a package to 
compile foobar-1.3 and I can't figure out a sensible configure method for 
it, anyone got any ideas?" and we could use ark-sidai for "I've put 
together a standard mechanism for configuring foobar which I'd like to 
suggest be included into sidai."

I would expect that other informal cross-site collaborations would setup 
their own lists for discussion.
