I'd say: check 'em in.  I don't know that anyone is
depending on what's checked-in now.  If I were to start
chomping on any of those things, I'd rather start from your
"broken" bits than the probably-even-more-broken bits in CVS
now.

We can change away from a Check In Ruthlessly approach when
it starts to affect people badly.  My 2c worth...
