Getting try-ark to work (python: A file or directory in the path name does not exist.)

I'm trying to try-ark under AIX 4.3.1. Initially I was using the 20030310
tarballs, now I'm using CVS, but the same problem happens either way.
I've done and double-checked all of the prep work up to the "Test drive
with try-ark" bit (including the creation of power-aix.xml and aix.xml in
myteam1 and sidai). The only thing I'd add to the instructions is that
you need to download and install libexpat from http://www.libexpat.org/
before compiling Python 2.2.2 to get xml.parsers.expat to work. There is
also some fiddling you need to do to get Python to use libexpat in
non-standard locations and to get Python itself to compile under AIX
4.3.1 (have to add -lpthread in one location), but I'll save that
information for inclusion in the  python .xml file, assuming I get ark to
work at some point...

I can't seem to get past this:

"eval exec /usr/local/bin/make -f Makefile.boot Makefile" seems to be
done from the "$HOME/try-ark/ark-builds/ark-site-gen/ALL" directory, but
I can't reproduce the problem by running the listed commands:

# cd $HOME/try-ark/ark-builds/ark-site-gen/ALL
# /usr/local/bin/make -f Makefile.boot Makefile
/bin/rm -f Makefile
./ark-site-gen < Makefile.in > Makefile || { /bin/rm -f Makefile ; exit
1; }
/bin/chmod 444 Makefile

And so I'm having difficulty figuring out where the "python: A file or
directory in the path name does not exist." line is coming from and what
exactly the file or directory that does not exist is.

I have tried changing this line in these files in
$HOME/try-ark/ark-builds/ark-site-gen/ALL to point to the full path of
python (/local1/tmp/bootstrap/bin/python in my test setup): 
Makefile.boot:PYTHON_BOOT = python # kinda uncool....
ark-site-gen:PYTHON_BOOT  = python # kinda uncool....

but it doesn't seem to change anything.
