This is a very reasonable approach, and any ideas you have for making it work better will be welcome. Part of what's going on here is that different people use this ARK stuff in different ways. Joel Shprentz does clean bootstrap-installs every day before breakfast :-) I, on the other hand, do a site that was bootstrapped (by someone else) in late 2001 and has grown organically since then. The ARK machinery should be able to satisfy both. Your change to the docs will go in at the next check-in. Thanks for that.
