Well figured-out.  This would suggest that the Sidai-ish way to encode
your knowledge is not to set <CONFIG-SHELL> for a host (because it's
not a platform-ish thing); rather, in $ARK/sidai/package/python.xml
[assuming you're using that as one of your prototypes], record...

  <!-- setting config_shell breaks things as at version 2.x.y -->
  <param name="CONFIG_SHELL"></param>
</configure>
