Yes, I agree it should go in there.  At this point, I've only confirmed 
that it needs this on Solaris.  (But I don't see how this is likely to 
hurt elsewhere; it's probably also broken anywhere that actually needs 
to set CONFIG_SHELL.  And if it you don't need to set it, unsetting it 
won't hurt!)
