Details:

There are two problems in the logic around the first AC_CHECK_PROG() call:

1. If AC_CHECK_PROG() fails to find valgrind, with neither configure option
--enable-valgrind nor --disable-valgrind, then the enable_valgrind variable
ends up being set incorrectly to yes.

2. If configure was started with --disable-valgrind, then there is no need to
run AC_CHECK_PROG() at all.
