KDar is currently not being worked on, unfortunately. That said, I made 
strides some time ago porting it to KDE4 and the latest libdar. Now that the 
KDE 4 libraries have stabilized I am interested in continuing the KDar 
effort. I could definitely use some help, though. If you (or anyone else) are 
interested in helping, please go ahead and download the svn sources and dive 
in.

I've had that incremental backup bug myself, but have not looked into it.
