this is just a warning about the fact that the file usually found in
/usr/share/locale/*/LC_MESSAGES/dar.mo
which contain the dar/libdar translated messages for your locale are
not available. So message will show in English

this above is the reason of the error. Dar relies on gpgme which is a
library that relies on the external gpg external program (known as
"engine" or "backend" in the gpgme documentation). Dar_static has
gpgme library embedded but cannot have the /usr/bin/gpg backend
embedded (/usr/bin or at other place available in the PATH).

If you do not use strong encryption the message should not show and
dar show work (just the locale relative warning). Same if you use
strong encryption but have gpg in your PATH. Other combination should
lead to this message.

it does, just a warning is issued, but you can also set LC_MESSAGE to
C or just unset all LANG and LC_* locale related variable, dar should
not issue any warning I guess.
