OK, I have found the issue. You can grab the new

The old package of same name has been suffixed with .old I will update
it on sourceforge when you'll confirm it also works for you.

If you extract the zip file as is, and do not rename the directory it
creates, the dar.exe will fetch the etc/darrc from within this
directory, which of course you can modify and adapt.

You can extract the zip package anywhere under windows, but if you
rename the directory where dar.exe is located it will still look for
the darrc file in <dir where is dar.exe>\..\dar64-2.6.13-win64\etc

Let me know whether this works for you too with this new package

I could do else, but it would require users to copy the etc directory
outside the directory created from the zip archive, and darrc would
not be read "out of the box"...

so there is a choice to take:
out of the box darrc but at each dar upgrade you have to pay attention
to copy your customized darrc to the new dar version.

An alternative would be to have dar.exe looking for ..\etc\darrc  file.
This way, if you updade your system with a new dar64...zip extracted
under the same directory and in that same directory have your
customized etc\darrc you would not have to do anything else. You could
even have two different version of dar using the same darrc...  but
darrc would not be read "out of the box" -> need to move etc directory
to the parent directory.

If you have better idea, let me know.

You did good reporting that problem, as some other may hit it and dar
was not properly build for windows/cygwin about that point.
