I confirmed that new binary honors options from darrc when run by DarGUI. The only last thing needed would be to clearly document this behaviour in some windows specific documentation -- I do not think there is currently any windows specific section in main documentation, so maybe a file README.WINDOWS.txt with contents of the above cited paragraphs would suffice.
