dar only removes files when restoring a differential/incremental backup
that has recorded some file as "removed". Such entries are added when
files that were present in the backup of reference are absent from the
filesystem during the differential/incremental backup.

-r option does not change that, it just avoids overwriting files that
should be overwritten when the file on disk is more recent than the one
in the backup.

But files that were not covered by the backup are never removed by dar
