I've used cygwin with good results. Has pre-packaged gnu tar and openssh
packages that work great (I can ssh into my Windows box!). Lots of things
compile pretty well from source, but you have to be careful, because the
POSIX support is not always perfect (for example, I have found the popen()
implementation to be a little broken)). I'd choose the ported-to-cygwin
packages over installing from source if you have a choice.

At any rate, I use hdup to back up my Linux box, then scp the tarballs over
to the Windows box (which has more free space). Poor man's backup server. :)
