qlogselect question

Hello,

In the qmail mailinglist somebody did ask for a tool and Charles Cazabon did 
point out that there was the program qlogselect from untroubled.org.

But in the 3.1 tar version on the site there is only a qlogselect.1 man 
page.
After reading the manpage I really want to use the program.
Is qlogselect removed or is this an error in the tarball?
