Trigger full os update/upgrade

Hello,
Quite new in CfEngine configuration, and I would like to know if there was 
a way to :

   - Trigger full OS update/upgrade (on supported Linux distro)
   - Launch this update through WEB UI (MISSION PORTAL) ?
