Issue in Bootstrapping Sun Solaris - Need Help

I tried to download CFEngine Client Package for Solaris , Installed with below commands but unable to bootstrap, Getting below error. When updating masterfiles, wait (usually 5 minutes) for files to propagate to inputs on 10.7.140.175 before retrying. Since the Agent and Master is in same domain do I need to specifically add anything in ACL in def.cf in master? Client to Master Port connectivity is there on 5308 cf-serverd is running as well.
