We pushed the 3.11.5 from -testing to -stable just today.
Even before this you can get it via

# yum update --enablerepo=\*testing pcp

Or DNF, same thing.

If you're on a fedora-ish distro, and still want to do it this way,
the easiest is

# yum-builddep -y pcp

That will install all the BuildRequires: of the fedora pcp.src.rpm,
after which a Makepkgs etc. should get you on your way.
