Bug tracker transition

Hi all,

As we've been requested to transition away from use of oss.sgi.com by the
SGI folk, I will begin the process of exporting all of the existing PCP
bugs in the oss.sgi.com bugzilla database today.

Last time this came up, there was some discussion about bug trackers with
various people for & against github Issues for a variety of good reasons.
Since we need to get this data out before it goes away, I'm importing it
into github Issues now - Issues is in wide use on the project anyway, and
there's export/import tooling that appears to work for our BZs.

However, if you would like to import these bugs into a different tracker,
you certainly can.  I've requested that the oss.sgi.com folk maintain the
bugzilla instance in a read-only mode for a little while still (it is not
clear for how long they'll do that at this stage though).

I will be attempting to limit the amount of email being sent, suppressing
the groups.io <-> github-issues notification mechanism while this process
runs.  github will still generate emails for anyone who directly monitors
github Issues for the github.com/performancecopilot/pcp repository though
so I apologize in advance for that - nothing I can really do there AFAICT.
