seeking help with ipv6 qa failures

I've started looking at some of the ipv6 failures in my QA farm, and 
have immediately hit a problem.

$ ping6 ::1

works as expected.

And I am expecting this to work (as it does on most hosts)

$ pminfo -h 'pcp://[::1]' -f pmcd.feature.ipv6

pmcd.feature.ipv6
     value 1

but on the hosts with the QA failures I'm seeing this ...

$ pminfo -h 'pcp://[::1]' -f pmcd.feature.ipv6
pminfo: Cannot connect to PMCD on host "pcp://[::1]": No route to host

Any clues on what might be wrong, or how to diagnose this?
