systemd strangeness

Can anyone explain this?

Since I've converted QA suite to controlling pmcd via systemctl when systemd is in play, I've observed this for qa/156.

When trying to install the sample PMDA with an Internet socket connection on port 5670 between pmcd and the sample PMDA ...

(a) if pmcd is started via systemctl, the sample pmda exits with
    Tue Feb  7 06:43:20] pmdasample(3423) Critical: __pmdaOpenSocket: bind: Permission denied
    in the log file, but

(b) if pmcd is started via $PCP_RC_DIR/pmcd then the sample PMDA works just fine.

This is on vm29 (x86_64, RHEL Server 7.2).
