I think this would really have to be a pcp-4 feature given the amount of
infrastructure rework needed, back-compat issues and QA.
We could also do somthing like lazy PMDA init (e.g. on first fetch or
something) to avoid a start-up storm when 50 PMDAs get installed and
auto-enabled.

But for now, just nuking the antiquated monitor/collector/both config seems
viable.
