TEPS install failing at build of presentations ITM623

I am trying to upgrade from 6.1 to 6.2.3 ITM and am running into issue it looks like connecting to the Database. When I do a connect from the DB2 control center with the user and password ITM should be using it connects. Has anyone seen this issue before when trying to upgrade?
