If you are authenticating on TEMS, the 10 character limit remains event at most
recent versions (6.3) and will probably not change in the future.
 
For users authenticated at TEPS (yes you can authenticate on both HUB TEMS and
TEPS!) the text specified in the User ID field does not matter at all (it's just
for display and it appears in the log files).
 
If you do not need to authenticate your users at TEMS (for example for using
tacmd commands), I'd suggest to move to TEPS authentication and leave only system
users (sysadmin/integration users for accessing SOAP) authenticated on HUB TEMS. 
 
So users using:
- SOAP
- tacmd (actually it's using SOAP)
must be authenticated on HUB TEMS. All other users can be authenticated on TEPS.
