There were features added to HylaFAX+ 5.2.8 (and are in subsequent 
HylaFAX+ versions) called "IgnoreModemBusy" and "AllowIgnoreModemBusy" 
that provide for this.

Understand, however, that it is a bit experimental and requires a rather 
complicated configuration otherwise.

So it's possible with HylaFAX+, but the setup is not trivial... and 
truth told, I've never actually seen anyone really use this.
