/dev/ttyS2 is read-writable by uucp:

# ls /dev/ttyS2
crw------- 1 uucp dialout 4, 66 Jan 27 15:45 /dev/ttyS2

and SELinux is disabled:

# sestatus
SELinux status:                 disabled

Any other suggestions?
