You need to have both hfaxd and faxq running as well as one faxgetty per 
modem.

So, yes, you'll probably need to create service files for hfaxd and faxq.

It depends on how you installed HylaFAX and what version you're using.  
HylaFAX source code comes with an init script that tends to get 
installed during faxsetup.  However, many modern Linux flavors are using 
systemd or upstart instead of init.  HylaFAX+ has some accommodation for 
those, but not like it does for init.  If you install from EPEL then 
you're going to get the service files for hfaxd and faxq from the 
packaging, and there is a sample installed for faxgetty.
