PageMargins is an option for textfmt and faxmail only.  See the end of 
'man faxmail' and 'man textfmt' for options on a configuration file, but 
/var/spool/hylafax/etc/config is not one of them.  My advice would be to 
use /etc/hylafax/hyla.conf (if you installed via RPM or dnf/yum).

Be aware, therefore, that PageMargins will only have affect on documents 
processed through faxmail or textfmt.

If you're using sendfax to submit faxes then the page margins will 
largely be defined by the document, itself, that you submit.  (You have 
to set the margins within the document.)
