The problem here is that this is the only indication of any response
from the receiver to our PPS-EOP signal, and the response is corrupt.

This is either due to bugs in your modem firmware or due to poor phone
line audio quality on your phone lines.

If you can send faxes consistently with success to this destination
using Class 2.0, and if the image quality on the received fax (on the
receiver's end) is perfect, then I would suggest that the problem is
more likely with your modem's Class 1 firmware.
