In Class 1 you use:

Class1ECMSupport: no

... in your modem config file.

For Class 2.0 you don't have ECM, anyway, because the modem firmware
doesn't support it.

If disabling ECM seems to improve your failure rate then I would
consider that to be another indicator of concern for the audio quality
on the phone line being used for fax.
