If restarting the system (software reboot) solves the problem then maybe unloading and reloading the USB drivers/modules will work. If it requires a full power-cycle I'm not sure if a kernel module reload will accomplish that... assuming the modem draws its power from the USB port. Otherwise, the modem manufacturer may have some kind of "reset" tool.
