I was sort of ignoring that, but I agree that it's annoying. I didn't
really have any ideas, but one just came to me. Right now we have

But what if we changed it to this?:

duplicate$ "u" change.case$ #1 first-char-pos substring$

That works on my system. I guess it assumes that change.case$ won't
alter the string length, but that's probably a reasonable assumption.
What do you think?

Thank you for the offer. I'm pretty new to TeX and kin, but Jurabib
would be a fun project. I've browsed through the code a bit. I confess
I don't know anything about legal citations or commentaries. I don't
even know the Oxford or Chicago styles; I've just been hacking in
MLA-style changes. :-) But I'd be happy to learn.

I'll take a look at the SVN repository. One thing I've been curious
about is whether you develop the dtx and ins files directly or
generate those from something like the sty/bst/etc files. I guess I'll
find out!
