Bibtex / Jurabib author problem

Sometimes I need to have an author field such as:

author = {{U.S. Department of State}}

which as far as I can see from the LaTeX book is how to specify such  
entries.

Unfortunately, this seems to break jurabib, which complains of an  
extra }.

Does anyone have a good workaround?
