"van" should sometimes be "Van" - how do I do that?

Dear list-members,

if I remember correctly, some time ago there were some questions about name=
s with "van"=20
on this list. I now have an additional problem in the same category.

One of the leading argumentation theorists in the world is Frans H. van Eem=
eren. The fist=20
time I refer to him in my text everything is ok =96 my system gives the com=
plete=20
bibliographical listing the first time (Frans H. van Eemeren, A Systematic =
Theory etc.). All=20
subsequent references are in a shorter format with family name only and a s=
horttitle (van=20
Eemeren, Argumentation). However, when these references begin a footnote, t=
he "van"=20
should be "Van".

I now get:
23. van Eemeren, Argumentation, p. 23.

But I would need:
23. Van Eemeren, Argumentation, p. 23.

If I make a change in the bib-file and change all "van Eemeren" to "Van Eem=
eren" I will get=20
a capital "V" in many places where I do not want it, so that will not work.=
 (Only Belgian=20
names are always written with a capital "V" in "Van").

Is there any way to give an alternative name or something, without disturbi=
ng the=20
Bibiography?

In Dutch names like these it is not an option to leave out the "van" and ju=
st write=20
"Eemeren".

My current solution is suggested by the Oxford Guide to Style which states =
that it is=20
permissible to write "Van ..." also in running text if the given names are =
omitted. If they=20
are given, however, the form must be "... van ...".

I have a book called "A Systematic Theory of Argumentation" by van Eemeren =
and=20
Grootendorst. It is typeset with LaTeX and I guess the typesetter (with OUP=
!) was unable to=20
solve this particular problem because all footnotes which should begin with=
 "Van=20
Eemeren", in stead begin "See van Eemeren".

I guess this problem persists regardless of any local configurations so I w=
ill not include a=20
minimum working example now. If any of you have met with this problem, plea=
se let me=20
know! All help is greatly appreciated.
