jurabib and babel conflict

I'm getting an error message when I use jurabib in conjunction with
the babel package.  I'm not sure why this should be so, but commenting
out the line where I call \usepackage[latin,english]{babel} makes the
problem go away. I get the following error:

Runaway argument?
Edited as number 29 in]{\@tempa }\nopage {\romvolone , 109--13}]{coun\ETC.

It refers to this citation:

\footcite[Edited as number 29 in][\nopage{\romvolone,
109--13}]{councils-synods}

This looks like babel doesn't enjoy my use of the "see=true" option,
but I'm not experienced enough to be able to tell.  Any thoughts?
