Having just encountered the problem of the order of crossref'd entries
myself for the first time, I've discovered that the BibDesk
application (at least on Mac OS X) can take care of this for you.  

I'm sure most users of the list will have known that bibentry
applications would do this, but I was ignorant of this blessing, so I
thought I'd post the solution for those who might search the list in
future:

BibDesk => Preferences => Crossref => Tick box "Auto Sort for Crossrefs"

This will cause BibDesk to save crossref'd entries at the end of the
.bib file, so that all entries that refer to them will occur first,
just as BIBTeX requires.

If you have a problem, please provide a complete minimal example document (with a small bibliography database), which runs out of he box without any superfluous packages loaded, otherwise we could not help.
