I'd prefer (gwTeX/teTex) putting it in the texmf.local tree:
/usr/local/teTeX/share/texmf.local/tex/latex/jurabib
(you might have to create the latex subfolder) and
/usr/local/teTeX/share/texmf.local/bibtex/bst/jurabib
(you might have to mkdir bibtex and bibtex/bst) for the .bst files

This is made AFAIK for user-installed packages.

Just make sure there are no leftovers of the old jurabib installation
(check /usr/local/teTeX/share/texmf.tetex/bibtex/bst/jurabib too!).
