I changed the MIME types of .tex, .bib, .eps, .info, .cfg, .html, 
.bat, .txt, and .1 which resulted in uploading the affected files as 
a new revision.

However I am not sure whether changing .eps to text/plain is a good 
idea, because .eps may contain binary parts and most probably we will 
not modify individual lines in .eps files .

I recommend all developers edit their $HOME/.subversion/config
and set in section [miscellany]
enable-auto-props = yes

and in section [auto-props]
*.bat = svn:mime-type=text/plain
*.bib = svn:mime-type=text/plain
*.cfg = svn:mime-type=text/plain
*.html = svn:mime-type=text/html
*.info = svn:mime-type=text/plain
*.tex = svn:mime-type=text/plain
*.texi = svn:mime-type=text/plain
*.txt = svn:mime-type=text/plain
*.1 = svn:mime-type=text/plain
