OK, this makes things much clearer.
Why does your test file include packages helvet AND courier?
Just change the order of both packages, then latex2rtf outputs the standard 
text in Helvetica (Arial). It seems that latex2rtf honors the LAST font 
setting:

\documentclass[pdf,11pt]{article}
\usepackage{amsmath, amsthm, amssymb}
\usepackage{mathptmx}
\usepackage{courier}
\usepackage[scaled=.92]{helvet}
...
